THE ISTITUTION OF THE EU

THE EUROPEAN COMMISSION
WHO?
- members are appointed for 4 years and they act only in the interests of the Union,
- they don’t receive instructions from any national government but they are only subject to one supervision of the European Parliament
TASKS:
- to ensure that Union rules are respected. Fines can be imposed on individuals or companies who break rules.
- To propose measures for the development of Union policies.
- To put into practice Union policies as decided by the Council.
- To negotiate trade agreements with non-member countries.
WHERE?
The European Commission is located in Brussels (and Luxembourg).

THE EUROPEAN PARLIAMENT
It is elected by universal suffrage.
WHO?
It is REPRESENTATIVE: its members are elected every 5 years and their representation is based on the population of the member country. They sit in political groups (socialist group and group of the European People’s Party CDG).
WHERE?
In Strasbourg.
THE ROLE covers several areas:
- to give an opinion on proposal from the European Commission
- to ratifie or reject international cooperation agreements
- to adopt or reject the Union budget
- to check to see that Union policies are working

THE COUNCIL OF MINISTERS
WHO?
Minister from each Member State. Each Member State acts as president of the Council for 6 months in rotation for making the major policy decisions.
WHERE?
It meets in Brussels and in Luxembourg.
ROLE:
explaining proposal from the Commission and accepting them or altering them by unanimous agreement.

THE COURT OF JUSTICE
It has a jurisdiction over certain matters (field of competition).
WHERE?
In Luxembourg.
WHO?
13 judges (nominated for 6 years).
TASKS:
- declaring invalid any decision adopted by the Union institutions
- giving an opinion on agreements which the EU proposes to conclude with non-members countries
- hearing complaints brought by individuals

COURT OF AUDITORS
It controls Union’s financial activities.
WHO?
15 members.
TASK:
to check wheher all Union founds have been collected and spent in legal and regular manner.
